A widely respected federal judge before becoming attorney general, Mr. Garland has become a favorite target of House Republicans after the Justice Department launched investigations that resulted in felony charges against former President Donald J. Trump. At the heart of the issue are assurances Mr. Weiss and Mr. Garland have given to lawmakers that Mr. Weiss had ultimate authority over the Hunter Biden case and when and where to bring charges. But they have vouched generally for the statements about Mr. Weiss’ limited authority, describing a more nuanced scenario in which Mr. Weiss had sought to partner with prosecutors in Washington, D.C., and California, only to be rebuffed, causing him to try a different approach. The new testimony comes as House Republicans begin an impeachment inquiry into President Joe Biden and his family, potentially undercutting one element of that effort. At issue is an October 2022 meeting between prosecutors and case agents working on the Hunter Biden investigation. But the deal fell apart amid scrutiny from a judge, and Weiss subsequently requested special counsel status. Shapley, a 14-year IRS veteran who oversaw parts of the Hunter Biden probe, alleged in testimony to Congress there was political interference in the investigation. Last week, CNN and others reported on Sobocinski’s testimony, which prompted Shapley’s attorneys to dispute his recollection of the October 2022 meeting.

CNN —Hunter Biden sued the Internal Revenue Service on Monday, alleging its agents illegally released his tax information and that the agency failed to protect his private records. He is seeking, among other things, all documents involving the disclosure of the tax information, $1,000 for each unauthorized disclosure and attorneys fees. The lawsuit, which was filed in federal court in Washington, DC, does not name the two IRS agents turned whistleblowers as defendants. The IRS agents went public with their allegations concerning the Justice Department’s handling of investigation into Hunter Biden earlier this year. After the judge would not sign off on the deal, talks broke down between US attorney David Weiss’ office and Hunter Biden’s attorneys.

CNN —The FBI agent managing the team on the Hunter Biden criminal case testified to the House Judiciary Committee that US Attorney David Weiss had ultimate authority over the case, contesting testimony brought forward by whistleblowers. “I don’t have a recollection with him saying that there or at any point in my communication with Mr. Weiss,” Sobocinski said. “I wanted to go on record in the room of the leaders who were involved in this investigation,” Sobocinski said. “Thought that it was no, and nobody in that room raised their voice to say anything other.”Sobocinski also addressed broader claims made about how the Hunter Biden criminal investigation has been handled. But Sobocinski was not permitted to discuss the ongoing criminal investigation.

The U.S. attorney in Delaware denied retaliating against an I.R.S. official who had disclosed details of the Hunter Biden investigation, and denied being blocked from pursuing serious charges against Mr. Biden, the president’s son, in Los Angeles and Washington. David C. Weiss, an appointee of former President Donald J. Trump held over by the Biden administration, defended the integrity of his investigation in a two-page letter sent to House Republicans late Friday, in which he provided the most detailed explanation yet of the five-year probe that culminated in a plea agreement last month that would rule out prison time for Mr. Biden, who was facing misdemeanor tax charges and a separate gun charge. The Department of Justice “did not retaliate” against Gary Shapley, who claims Mr. Weiss helped block a promotion he had sought after reaching out to congressional investigators, Mr. Weiss wrote in the letter to Representative Jim Jordan of Ohio, the chairman of the House Judiciary Committee. Mr. Weiss went on to address, in hypothetical terms, the core of Mr. Shapley’s allegations: that Biden-appointed U.S. attorneys in California and Washington had blocked Mr. Weiss from prosecuting Hunter Biden on felony tax charges during a period when the president’s youngest son was earning millions representing foreign-controlled businesses.

Mr. Shapley provided emails and messages to support crucial portions of his account, which was backed up by a second I.R.S. The New York Times has also independently confirmed a key allegation made by Mr. Shapley: that prosecutors in California denied a request from Mr. Weiss to pursue charges against Hunter Biden in that state. He also denied that the elder Mr. Biden or his staff “in any way” assisted Mr. Zlochevsky. Republicans produced no proof that the elder Mr. Biden accepted payments from foreign businesses or that he took any action as a result of Hunter Biden’s overseas work. Speaker Kevin McCarthy has pledged to add Mr. Garland to the list if Republicans determine that he lied about Mr. Weiss’s authority in the Hunter Biden investigation.
